執持正法攝諸長幼　肇曰。外國諸部曲皆立三老。有德者為執法人。以決卿訟攝長幼也。淨名現執俗法因通道法也。

"Upholding the correct law, he gathered in both elders and youth." Sengzhao says: "In foreign countries, every administrative division establishes three village elders; those who possess virtue act as law-enforcing officials to settle lawsuits and gather in the elders and youth. Jingming manifested upholding worldly laws to thereby open up the Dharma way."
