什曰：非如今內官也。外國法取歷世忠良、耆長有德用為內官，化正宮女。肇曰：妖媚邪飾，女人之情，故誨以正直。

[Kumāra]jīva says: These are not like the palace eunuchs today. By the laws of foreign lands, they select people of generational loyalty and virtue, elders of moral character, to serve as inner palace officials and transform and correct the palace women. [Seng]zhao says: Seductive charm and illicit adornment are the tendencies of women; therefore he instructed them in uprightness.
