[Kumāra]jīva says: Question: The propensities of the bodhisattvas' fetters are also not yet exhausted; why do they not cling? Answer: There are two kinds of propensities: first, the propensities of fetters; second, the propensity for attachment within the Buddha's Dharma. When attaining the forbearance of non-arising, the propensities of fetters are completely exhausted, but the propensity for attachment to the Buddha's Dharma has not yet been cut off. It is also said that although dharmakāya bodhisattvas still have propensities of fetters, because their vessel is pure, the habitual energies do not arise. [Seng]zhao says: Clinging and not clinging originate solely from within; what intention do flowers have? [Dao]sheng says: Just now detesting the flowers and removing them was not the disease of fetters, yet it was their propensity. When a propensity still invites flowers to cling to the body so they cannot be removed, how much more so with the fetters?
