肇曰：上直明菩薩不盡有為、不住無為，未釋所以不盡、所以不住。夫大士之行，行各有以，妙期有在，故復對而明之。夫德之積也必涉有津，若住無為則功德不具也。

[Seng]zhao says: Above, it merely explained that a bodhisattva does not exhaust the conditioned and does not abide in the unconditioned, but had not yet explained why they do not exhaust it and why they do not abide in it. In the practices of a mahāsattva, each practice has its reason and their sublime goal is directed; therefore, he pairs them to clarify them further. Now, the accumulation of virtue must involve crossing the ford of existence; if one abides in the unconditioned, then merit will not be complete.
