一、悉檀起圓教者，盧舍那佛說《華嚴經》，正用兩番四悉檀說無量四聖諦、無作四實諦，赴別、圓二種根性，說《華嚴經》頓教也。

First, that the siddhāntas give rise to the perfect teaching: when Rocana Buddha expounded the Avataṃsaka Sūtra, he precisely used two turns of the four siddhāntas to expound the immeasurable four noble truths and the uncreated four true truths, responding to the two capacities of the distinctive and the perfect, expounding the sudden teaching of the Avataṃsaka Sūtra.
