三、明悉檀起頓漸經教者，悉檀既攝十二部經、八萬四千法藏，大聖用悉檀赴緣而說頓、漸諸經，無不成也。即為二意：一，正明悉檀起圓頓教；二，明悉檀起次第漸圓之教。

Third, clarifying that the siddhāntas give rise to the sudden and gradual scriptural teachings: since the siddhāntas subsume the twelve divisions of sūtras and the eighty-four thousand dharma-stores, when the Great Sage uses the siddhāntas to respond to conditions and expound the various sudden and gradual sūtras, none is not accomplished. There are two points: first, directly clarifying that the siddhāntas give rise to the perfect and sudden teaching; second, clarifying that the siddhāntas give rise to the sequential, gradual, and perfect teachings.
