1.61

一、約不可說相，明第一義悉檀者，即是諸佛、辟支佛、羅漢所得真實法，名第一義悉檀也。故《大智論》云：「言論盡竟，心行亦訖；不生不滅，法如涅槃。說諸行處，名世界；說不行處，名第一義。」

First, clarifying the paramārtha siddhānta in terms of ineffable characteristics: this is the real dharma attained by the buddhas, pratyekabuddhas, and arhats, which is called the paramārtha siddhānta. Thus the Dazhidu lun states: 'Discourse is entirely exhausted, and the movement of the mind has ceased; unarisen and unceasing, the dharma is like nirvāṇa. Expounding the realm of activities is called the worldly; expounding the realm of non-activity is called the paramārtha.'
