Second, explaining that those bodhisattvas request the practice of bodhisattvas, which corresponds to the above returning to the core teaching to explain the causes for the buddha-land. This has three parts: first, requesting the Dharma; second, the Buddha speaking for them; third, praising and returning to their origin. Within the request there are three parts: first, remorse and self-reproach; second, reception and understanding; third, requesting the Dharma. As for requesting the Dharma, originally from the land of Sarvagandhasugandha, by means of the two dharmas of fragrance and flavor, they came here to save people; now wishing to take the dharmas of this land back there to perform buddha-work, they therefore make this request. Although those bodhisattvas possess capacities of the Mahāyāna and have attained awakening to the Middle Way, regarding the dual illumination of the two truths they are not yet profound, and regarding the eradication and suppression in the Hinayāna within the conventional they are not yet clear. Therefore, the Tathāgata explains for them the meaning of dual illumination, so that their path of transformation will be unimpeded. For example, a king's state is equipped with both civil and military arts; according to tranquility and disorder, their employment rises and falls. In an era without thieves, weapons are blunt and men are weak; when there are invaders, weapons are sharp and generals are brave. Now, explaining that the Buddha Dharma of the ten directions completely possesses the meaning of the three truths, yet the Sahā world has many difficulties, so regarding expedient transformation it is brilliant. These bodhisattvas are consummate in dual illumination. That land's good roots are deep and thick, and regarding the real wisdom of the Middle Way they quickly attain thorough penetration, but regarding the expedient path they have doubts. If bodhisattvas wish to travel throughout the ten directions, they must universally practice the three truths; therefore they must request this.
