問：何以但據相似發耶？答：聲聞乾慧菩薩伏忍，並未有發義。若聲聞性地菩薩柔順，方有發義。故多約此明發心位。

Question: Why is this based solely on the arousal in resemblance? Answer: The śrāvaka's stage of dry wisdom and the bodhisattva's endurance of suppression do not yet possess the meaning of arousing [the mind]. Only when the śrāvaka is in the nature stage and the bodhisattva has compliant endurance does the meaning of arousing [the mind] exist. Therefore, the stage of arousing the mind is mostly explained in terms of this.
