「於是至大城」，二、與大眾俱往。其有入室聞法之機、必沾益者，皆共入城。

From "Thereupon" up to "great city" is the second [subpart], going together with the great assembly. Those who had the capacity to enter the room and hear the Dharma, and who were certain to receive benefit, all entered the city together.
