8.13

問：若爾，亦起正使，何但習也。答：正使已屬羅漢，得忍菩薩而未斷習，自非示現不得言有。

Question: If so, he would also give rise to active afflictions; why only habit-energies? Answer: Active afflictions already belong to arhats; a bodhisattva who has attained forbearance has not yet severed habit-energies. Unless it is an expedient manifestation, one cannot say they exist.
