From "He also asked" to "afflictions" is the third question and answer, which fulfills the preceding immeasurable mind of compassion. First, he asks what should be eliminated, in order to make compassion manifest and complete. Next, the answer instructs him to eliminate afflictions, which is compassion being able to eradicate suffering. This instructs him to give rise to the second great vow: for those who have not understood the truth of the origin [of suffering], causing them to understand the truth of the origin [of suffering], thereby completing the immeasurable mind of compassion. It is also called: 'Afflictions being countless, I vow to sever them.' Severing the origin conditioned by the two extremes completes compassion's ability to eradicate suffering.
