"Through causes and conditions all phenomena arise": this praises the function of the expounding of the Dharma as dependent origination. There are two kinds of dependent origination, as explained previously; the present intention of praise fully contains both of these. Now, its essence is neither existent nor non-existent—how could there be arising? That it can also be spoken of because there are causes and conditions is because conforming to the causes and conditions of ignorance within the realms brings about the arising of the two kinds of suffering and accumulation, while extinguishing ignorance through causes brings about the arising of the two kinds of the path and cessation; outside the realms it is to be understood accordingly. Therefore it says that through causes and conditions all phenomena arise.
