"I answered... up to... like this": second, clarifying Upāli's willing submission, confirming the praise of the two monks. "Except for..." and so forth: practitioners receiving the three teachings and those of the lower ranks of the perfect teaching are all unable to judge Vimalakīrti's eloquence of expedient and ultimate delight in speech. "His wisdom and penetrating comprehension are like this": understanding dharmas and seeing principle, illuminating capacities clearly, knowing the illness and recognizing the medicine, prescribing the medicine according to the illness, penetrating without obstruction.
