三、「前三」下，結判訶意。「心祈此記」者，祈，告也，告求此記也。

Third, from "The preceding three..." downward concludes and determines the intention of the reproach. Regarding "with a mind praying for this prediction": Qi means to implore, to implore and seek this prediction.
