Second, scattering flowers as an offering. Regarding "flowers not grown from trees," etc.: Daoxian says: "Chapter 8 of the Pañcaviṃśatisāhasrikā Prajñāpāramitā Sūtra, 'Chapter on Scattering Flowers,' says: 'At that time Śakra Devānām Indra and other devas had this thought: "The Venerable Subhūti is raining the Dharma rain; should we not transform flowers and scatter them over the Buddha, the bodhisattvas, the saṅgha of monks, Subhūti, and the prajñā?" At that time flowers in the great chiliocosm pervaded empty space, transforming into flower terraces that were upright, solemn, and exquisitely marvelous. Subhūti thought: "These flowers scattered by the devaputras—such flowers have never been seen in heaven. The flowers are transformed flowers, not grown from trees. These flowers scattered by the devaputras grow from the tree of the mind, not flowers grown from trees."' Fascicle 55 of the Mahāprajñāpāramitopadeśa explains: 'Śakra Devānām Indra knew that Subhūti realized these were transformed flowers, and said to him: "O Venerable One! These flowers are unarisen flowers. 'Unarisen flowers' means that these flowers are born of heaven, having nowhere from which they emerge. Subhūti! In this prajñāpāramitā, all dharmas are unarisen, empty, and tranquil; therefore we make an offering with unarisen flowers. Furthermore, the 'tree of the mind' means that whatever one desires in the mind arrives in response to thought, hence it is called the tree of the mind." Śakra Devānām Indra challenged Subhūti: "These flowers are unarisen; why do you say that these flowers do not grow from trees?" Subhūti questioned him in turn: "If they are unarisen, why call them flowers? Among unarisen dharmas there is no discrimination of so-called 'this is a flower' or 'this is not a flower.'" Śakra Devānām Indra was subdued in mind and asked: "Are only these flowers unarisen, or are all dharmas also unarisen?" Subhūti answered: "Not only are flowers unarisen, form is also unarisen. Why? Because if one dharma is empty, all dharmas are empty."' The present text merely cites the gist in brief. Jingxi says: 'The devaputras saying they grow from the tree of the mind, and Subhūti saying they do not grow from the tree of the mind, both signify that they are not generated from the worldly, but are all generated from the mind. It is only that their conceptions differ, yet both are generated relying on principle, and thus are non-arising.'"
