II. The nine chapters from 'Expedient Means' up through 'Gandhakūṭa' explain the Great Beings assisting the Buddha in proclaiming the causes and effects of the inconceivable liberation of Buddha-lands, in two parts: first, narrating the intent and dividing the sections. Regarding 'in order to destroy conditioned...' and so forth, Jingxi says: Relying now on places like brothels and taverns, these are precisely the activities of conditioned agglomeration. Stating that they 'manifest the inconceivable dharmakāya' points to what was clarified in the preceding sūtra. 'Coinciding and fulfilling' points to the exposition of the present sūtra. Although it is generally so on a preliminary reading, it does not match saying: destroying conditioned and unconditioned agglomerations to bring about the four lands.
