贊曰：下第三化令傳此言。有二：初明神化、後使傳言。此神化也。

Commentary: The third part below concerns creating an emanation to convey these words. It has two aspects: first, explaining the miraculous emanation; second, dispatching the emissary to convey the words. This is the miraculous emanation.
