初、明轉報異餘經。惡報已成，今難可轉。亦有經云「宿業不轉」，況已受報耶？然是悉檀被機異說。今明三障若依經修，無不寂滅，以法勝故。

First, clarifying that transforming retribution differs from other sūtras. When evil retribution is already accomplished, it is now difficult to transform. There are also sūtras stating that "past karma is not transformed," so how much less when one has already received the retribution? However, these are different expositions of the siddhāntas to accommodate faculties. Now it clarifies that if one cultivates in reliance upon this sūtra, there are none of the three obstacles that are not silenced, because the Dharma is superior.
