二、「都」下，結示。世間之善不免輪迴，縱生人天復起惡業。善尚如此，況不善耶？故云都是一切罪根。

Second, from "all are" onward, concluding the explanation. Worldly good cannot avoid saṃsāra; even if one is born among humans or devas, evil karma arises again. If good is already like this, how much more so unwholesomeness? Hence it says they are all the root of all offenses.
