1.90

初、真諦。未破無明，名小菩薩；若證法身，分顯三義，故不被異。三乘異外，故但一義；菩薩雙異外道二乘，故得二義，而未平等；佛盡能異，是故三義具足究竟。

First, Paramārtha. One who has not yet broken through fundamental ignorance is called a minor bodhisattva; if one realizes the Dharma body, the three meanings are partially revealed, and therefore one is not differentiated [by others]. The three vehicles are differentiated from outsiders, and therefore have only one meaning; bodhisattvas are differentiated both from non-Buddhists and from the two vehicles, and therefore attain two meanings, yet have not attained equality; the Buddha is fully able to differentiate all, and therefore possesses the three meanings completely and definitively.
