初、略示。事持即不傷殺眾生身命，此同偏小輪王之戒。但不殺所以，與之永異，次文所明理觀是也。

First, briefly showing it. Phenomenal keeping means not injuring or killing the physical life of sentient beings; this is identical to the precepts of biased and lesser [teachings and] wheel-turning kings. However, the reason for not killing is eternally distinct from theirs, which is the contemplation of principle clarified in the subsequent text.
