Phenomenal keeping means not injuring or killing the physical life of sentient beings; this is identical to the precepts of biased and lesser [teachings and] wheel-turning kings. However, the reason for not killing is eternally distinct from theirs, which is the contemplation of principle clarified in the subsequent text.
