初、聖。出觀者，出定也。就無學釋，無惑業故，驗是報法也。

First, the saint. "Emerging from contemplation" means emerging from samādhi. Explaining it in terms of the non-learner (arhat), because there are no afflictions or karma, proves that it is a retributive dharma.
