二、「所以」下，結。雖在三業，言且不彰，復是密義。如先陀婆，非智臣莫曉。

Second, from "Therefore" downward, concludes. Although existing in the three karmas, speech is not yet manifested, which is also the secret meaning. Just like the saindhava, none but a wise minister can understand it.
