Second, the correct treatise well-gathered explains that human kings in past days propagated the sūtra, in two parts: first, the "Chapter on the Correct Treatise", in two parts: first, explaining the title, in two parts: first, directly explaining the two characters. "Wordly sage" refers to the wheel-turning king. The Book of Changes states: "Providing goods to the utmost utility, establishing accomplishments, and forming utensils to benefit all under heaven—none is greater than the sage." Master Guan says: "The sage is like Heaven, covering without partiality; he is like Earth, carrying without partiality." These all speak of worldly sages. The trans-worldly sage refers to those of the fruit of the three vehicles who sever delusion and realize the principle; they are called sages. "To examine" (he): the Shuowen says: "It means to verify the actuality of affairs." Examining the actuality of affairs means that worldly correct treatises can govern a state; examining the actuality of principle means that trans-worldly correct treatises can lead to the Way.
