初、明執樂名王。王執此樂者，謂持禮樂以化民也。《孝經》曰「導之以禮樂，而民和睦。」〈樂記〉曰「大樂必易，大禮必簡。樂至則無怨，禮至則不爭。揖讓而治天下者，禮樂之謂也。」「使天下」去，明樂之化成也。京房《易飛候》云「太平之時十日一雨，凡歲三十六雨。此休徵時若之應。」《風土記》曰「擊壤者，以木作之，前廣後銳，長尺三四寸，其形如履。臘節，僮少以為戲也。」《逸士傳》「帝堯之時，有老人擊壤於路曰：『吾日出而作、日入而息，鑿井而飲、耕田而食，帝何力於我哉。』」豈非至聖之德，為而不宰、玄功讚運，是以百姓日用不知。竹馬，兒童所戲也。人王執樂治國故，得天下和平，老幼俱樂其性也。

First, explaining that maintaining music is called being a king. "The king maintains this music" means upholding propriety and music to transform the people. The Classic of Filial Piety says: "Guide them with propriety and music, and the people will be harmonious." The Record of Music says: "Great music must be simple; great propriety must be concise. When music reaches its peak, there is no resentment; when propriety reaches its peak, there is no contention. Governing all under heaven through bowing and yielding refers to propriety and music." From "Causing all under heaven" onward, it explains the transformative fulfillment brought by music. Jing Fang's Feihou on the Changes says: "In times of great peace, there is rain once every ten days, totaling thirty-six rains a year. This is the response to auspicious portents being in timely accord." The Fengtuji says: "The clod-beater (jirang) is made of wood, wide in front and sharp behind, one foot three or four inches long, shaped like a shoe. During the winter La festival, youngsters use it as a game." The Biographies of Recluses says: "In the time of Emperor Yao, an old man was beating the clod by the roadside, saying: 'I work at sunrise and rest at sunset; I dig a well to drink and plow the field to eat; what does the Emperor's power have to do with me?' Is this not the virtue of the supreme sage, acting without dominating, secretly assisting the operations [of nature], so that the common people use it daily without knowing? The bamboo horse is a game played by children. Because the human king governs the country by maintaining music, peace is attained under heaven, and both the old and young rejoice in their nature.
