二、「能與」下二句，讚上〈讚品〉生善。上是如來敘昔、龍尊讚佛，意生今日當機之善，故能與無量快樂。

Second, the two lines from "Able to bestow" praise the generation of good from the preceding "Chapter on Praise." The preceding was the Tathāgata recounting the past and the Dragon King praising the Buddha, with the intention of generating good in those of present capacity today; hence it is "able to bestow immeasurable joy and happiness."
