Sixth, because it is the root of all dharmas. In the sūtra, "all sentient beings" and so forth: worldly matters refer to the five precepts, ten virtues, twelve dhyānas, and so on. Transmundane matters refer to the dharma gates of the four teachings, namely the cultivation and realization of the three vehicles. State affairs refer to ritual, music, military campaigns, governing the world, and nurturing the people. Composing worldly treatises refers to treatises such as the three above and the treatises on correct governance below. "All relying on this sūtra" means the three kinds of sūtras: teaching, practice, and principle. Thus, the new translation says: "Desiring to be born among humans or devas, desiring to attain the four fruits or pratyekabuddhahood, or desiring to attain buddhahood, all must rely on this sūtra to repent and eradicate obstacles so as to achieve accomplishment." If we fathom the intention of transformation, it is precisely expounding three distinct vehicles within the One Buddha Vehicle. However, because this sūtra belongs to the Vaipulya teaching, it still pertains to the shared principle; categorized according to persons, different destinies are not yet avoided. Therefore, saying "wishing to cause..." means obtaining peace and joy in accordance with their five vehicles.
