The Commentary says: The nine stanzas below make vows. Vows take subsequent wisdom or the resolution of desire as the essential nature of a vow. Since one pays homage and openly manifests them, they also take the arisen three karmas as their substance. However, subsequent wisdom and desire are the essential nature of the vow; bodily and verbal [actions] are what the vow produces; mental karma is associated with the vow and produced by it; therefore, they are all collectively called vows. If not so, how could they be subsumed? Within this, there are four: these first two stanzas benefit sentient beings; one stanza vows to cause them to leave suffering; one stanza vows to cause them to attain bliss.
