贊曰：世尊重勸。初假徵令護所由。次佛為說應護所以，《起世經》、《長阿含經》等皆云「人若修善，增天勢力。」又如下王法正論廣明。後梵釋領解，文段可知。

The commentary states: The World-Honoured One's repeated exhortation. First, provisionally inquiring into the reason why they should protect. Next, the Buddha explains for them the reason they ought to protect: the Sūtra on the Origin of Worlds (Lokasthitisūtra) and the Dīrghāgama both state, "If humans cultivate goodness, the power and influence of devas increase." Furthermore, it is explained extensively below in the "Treatise on the Correct Law of Kingship." Finally, Brahmā and Śakra accept and comprehend; the sections of the text are easily understood.
