4.191

贊曰：反顯也。三義反顯：一未種善根、二種而未熟、三未親近諸佛。此之三人不能聽聞，故知能聽聞者具前三緣，所以聞經得至不退。

The commentary says: This is the negative illustration. Three meanings illustrate this by contraposition: (1) not having planted roots of goodness, (2) having planted them but not yet ripened them, and (3) not having attended upon the Buddhas. These three kinds of people cannot hear it. Thus we know that those who can hear it possess the previous three conditions; for this reason, hearing the sūtra, they attain non-retrogression.
