The commentary says: This specifically presents these ten dhāraṇīs. Either they pertain to the ten grounds, each being obtained across all, or one is obtained on each of the ten grounds in succession. As with the previous samādhis, on the first ground, through practicing generosity, one can attain this: timely like the ocean tide, never missing the right time; realizing equality as suchness and using it as a seal. Relying on this dhāraṇī, the superior, wondrous merit of generosity is produced, and furthermore it can bring forth subsequent superior merits without exhaustion or diminution. Or, it is attained by realizing the principle, or is subsumed by the ten inexhaustible phrases, hence inexhaustible and undiminishing; the following should all be explained accordingly. On the second ground, having eliminated the ignorance regarding uncomprehended karmic actions, one obtains this dhāraṇī, and thus can penetrate the three karmas of self and others. The three—mental dispositions, physical acts, and verbal expressions—correspond respectively to the three karmas of mind, body, and speech. Alternatively, "mental dispositions" refers to the 84,000 movements of the mind. This recognizes their capacities, and "expressions" refers to understanding the speech of all sentient beings.
