經　爾時世尊於大眾中告堅牢地神曰：「汝當諦聽。過去有王名力尊幢，其王有子名曰妙幢，受灌頂位未久之頃。爾時父王告妙幢言：『有王法正論名天主教法，我於昔時受灌頂位而為國主，我之父王名智力尊幢，為我說是王法正論。我依此論，於二萬歲善治國土，我不曾憶起一念心行於非法。汝於今日亦應如是，勿以非法而治於國。云何名為王法正論？汝今善聽，當為汝說。』」

Sūtra: At that time, the World-Honoured One addressed the Earth Spirit Dṛḍhā within the great assembly, saying: "You should listen attentively. In the past, there was a king named Balendraketu. That king had a son named Ruciraketu, who had not long received the anointed throne. At that time, his royal father said to Ruciraketu: 'There is a correct treatise on the law of kings called the Instruction of the Lord of Heaven. Formerly, when I received the anointed throne and became ruler of the state, my royal father, named Jñānabalendraketu, expounded this correct treatise on the law of kings for me. Relying on this treatise, I governed the land well for twenty thousand years, and I do not recall giving rise to a single thought of practicing what is contrary to the law. Today, you too should be like this; do not govern the realm with what is contrary to the law. What is called the correct treatise on the law of kings? Listen well now, and I will expound it for you.'"
