Below, generally answering the reasons for obtaining the title, he presents the correct treatise. The text is further divided into two parts: first, five verses briefly outlining it; afterwards, fifty-two and a half verses extensively explaining it. In the outline there are three parts: first, two verses outlining how all the gods assist the king in practicing the correct Dharma for the benefit of others, which has three aspects: first, one verse on divine assistance; next, one verse on the king's transformation [of his subjects]. Within the transformation, the first half eliminates evil, and the latter half generates goodness. Next, one and a half verses outline how humans and spirits jointly protect [him] for his own benefit, or perhaps it is also to benefit others. Through the assistance of humans and spirits, they cause the king to transform others by abandoning evil and cultivating goodness, jointly protecting him for his own benefit. Regarding the phrase "rākṣasas and caṇḍālas": "caṇḍāla" is translated here as "harsh-bannered warden of evil," meaning the ones among rākṣasas who enforce evil. The meaning is: even these evil ones still protect him, how much more so the remaining good ones! Afterwards, beginning from "All the gods jointly protect," one and a half verses outline how, by causing goodness to be practiced and transforming people, he obtains the protection of all the gods; the first half outlines and indicates it, and the latter one verse distinguishes and indicates the causes and effects obtained from good and evil. Question: Creating goodness can be protected; how can creating evil be protected? Answer: Because he cultivated goodness in the past, he is able to be a king now; therefore, when he creates evil, the gods show bad omens to protect him and cause him to reform and cultivate.
