經　「『「國人造惡業，王捨不禁制，斯非順正理，治擯當如法。若見惡不遮，非法便滋長，遂令王國內，姧詐日增多。王見國中人，造惡不遮止，三十三天眾，咸生忿怒心。因此損國政，諂偽行世間，被他怨敵侵，破壞其國土。居家及資具，積財皆散失，種種諂誑生，更互相侵奪。由正法得王，而不行其法，國人皆破散，如象踏蓮池。惡風起無恒，暴雨非時下，妖星多變怪，日月蝕無光。五穀眾華果，苗實皆不成，國土遭饑饉，由王捨正法。」』」

Sūtra: "'"If the people of the country create evil karma / And the king lets it go without curbing it, / This does not accord with the correct principle; / He should govern and expel them according to the Dharma. / If, seeing evil, he does not prevent it, / Illegality will then flourish, / Consequently causing within the royal realm / Treachery and deceit to increase day by day. / If the king sees the people in the country / Committing evil and does not stop them, / The hosts of the Thirty-Three Gods / Will all give rise to wrathful minds. / Because of this, state governance is impaired, / Hypocrisy and falsity run rampant in the world, / It is invaded by other hostile enemies, / And its realm is broken and destroyed. / Homes and requisites, / And accumulated wealth are all dispersed and lost; / Diverse forms of deceit and flattery arise, / And people mutually encroach upon and plunder one another. / Having attained kingship by the correct Dharma, / If he yet does not practice its Dharma, / The people of the realm will all be broken and scattered, / Like an elephant trampling a lotus pond. / Ill winds arise without constancy, / Violent rains fall out of season, / Baleful stars frequently manifest prodigies, / And the sun and moon are eclipsed and lose their radiance. / The five grains and various flowers and fruits, / Sprouts and produce all fail to mature; / The realm suffers from famine, / Because the king abandons the correct Dharma."'"
