下十三頌見臣造過不除失，分四：一頌大臣造過、次一頌倒賞罰、次十頌有惡果生、後「若王作非法」下一頌結其過失。此初二也。

Below, thirteen verses on the fault of seeing ministers commit errors and not eliminating them are divided into four: one verse on the ministers committing errors; next, one verse on inverting reward and punishment; next, ten verses on evil fruits arising; afterwards, beginning from "If a king acts unlawfully," one verse concludes their faults. These are the first two.
