經　「『「國中最大臣，及以諸輔相，其心懷諂佞，竝悉行非法。見行非法者，而生於愛敬；於行善法人，苦楚而治罰。」』」

Sūtra: "'"The foremost high ministers in the country, / As well as the various counsellors, / Harbor flattery and deceit in their hearts, / And all practice illegality together. / Seeing those who practice illegality, / They give rise to affection and respect; / Toward those who practice good dharmas, / They inflict bitter torment and punish them."'"
