5.661

經　「『「由自利利他，治國以正法，見有諂佞者，應當如法治。假使失王位，及以害命緣，終不行惡法，見惡而捨棄。害中極重者，無過失國位，皆因諂佞人，為此當治罰；若友諂誑人，當失於國位。由斯損王政，如象入華園，天主皆瞋恨，阿蘇羅亦然，以彼為人王，不以法治國。是故應如法，治罰於惡人。」』」

The sūtra states: / "'"By means of benefiting oneself and benefiting others, / he governs the state according to the true Dharma; / seeing that there are flatterers and sycophants, / he should punish them according to the Dharma. / Even if he should lose the royal throne / and face conditions that endanger his life, / he will never practice unwholesome phenomena / or abandon [justice] when seeing evil. / Among harms, the gravest / does not exceed losing the state's throne; / this is entirely caused by flattering and sycophantic people, / and for this reason he should punish them; / if one befriends flattering and deceitful people, / one will lose the throne of the state. / Because of this, the royal administration is damaged, / like an elephant entering a flower garden; / the lord of the devas is entirely enraged, / and so are the asuras, / because though he is a ruler of men, / he does not govern the state with the Dharma. / Therefore, he should, according to the Dharma, / punish evil people."'
