愚癡凡夫亦是外道，由著惡見邪見，迷無所知，自以為智，立教誨人，故妄稱一切智說也。

Foolish ordinary beings also refers to the tīrthikas. Because they cling to evil views and heterodox views, they are deluded and know nothing, yet consider themselves wise and establish doctrines to instruct others; hence they falsely claim to expound omniscience.
