The passage from "not all lands have verbal speech" onward directly explains that [teaching] does not necessarily always consist in verbal speech; rather, verbal speech is merely applied according to conditions—acting without acting—so how could it have a svabhāva? The passage on some Buddha lands revealing the Dharma by gazing and so forth indicates that these all accord with the faculties of beings, and the activities of conversion are not the same. Indeed, the conversion established by the Buddhas does not specialize exclusively in teachings through sound: fragrances, flavors, tactile sensations, and dharmas are all scripture and doctrine, and all can reveal the Dharma and bring about entry into the Way. This is also where the Zen school's practices of holding up a mallet, raising a whisk, lifting an eyebrow, or winking to guide people originate. How narrow it is when the world takes only verbal speech to be the teaching! "Gazing" refers to the World of Non-Blinking; earlier it was indicated generally, but here it is brought out specifically. For instance, the Fragrance-Accumulated World performs Buddha-work through fragrance; by analogy, the conversion established through the remaining sensory objects can be known. How could it be that only the conversion established by sages is like this? Even minute species of sentient creatures also accomplish their tasks without relying on verbal speech; thus it says, "one sees the mosquitoes, gnats, worms, and ants of this world," and so on.
