2.83

如來說法有實有權，言若說彼性等法，是化佛所說權法也。若說自覺聖智三昧樂境，是諸佛所說實法也。言悉由愚夫希望見生者，是實機未熟，但說權法耳。

The Tathāgata's teaching of the Dharma has the real and the expedient. Saying that if one speaks of dharmas such as those entities, this is the expedient Dharma spoken by transformation Buddhas. If one speaks of the realm of the samādhi-bliss of pratyātmāryajñāna, this is the real Dharma spoken by all Buddhas. Saying 'all arise from the expectations and views of foolish people' means that because their capacity for the real is not yet ripe, he only speaks the expedient Dharma.
