Having censured the error of setting up propositions above, he here reveals what is correct; therefore he tells Mahāmati, 'One should speak of all dharmas as like illusions and dreams, presenting and not presenting characteristics.' 'Presenting and not presenting' means that they are not truly existent. And it is in order to cause sentient beings to be free from the faults of seeing, hearing, perceiving, and knowing. Furthermore, he says 'one should speak': this means except for ordinary beings, for ordinary beings fall into the views of existence and nonexistence, and without speaking of [dharmas as] like illusions and dreams, they cannot be freed from those two views. Yet he also fears that those of lesser capacity, hearing this to be neither existent nor nonexistent, will give rise to fear and dread and will not accept the Great Vehicle; therefore he admonishes, 'without causing them to be terrified and stay far away from the Mahāyāna,' which means causing bodhisattvas to teach the Dharma according to capacity.
