'If the provisions were meaningless...' means that whenever one is in delusion and cultivated virtue is not yet revealed, one falls into the faults of permanence and impermanence. If there is no discrimination, one is free from the two extremes and tends toward tranquility. 'Depending on the tenets established' refers to the permanence posited by tīrthikas and the seven kinds of impermanence, which are nothing but wrong views, hence it says 'there are various disordered meanings.' If, with Buddha-wisdom, one views equally cittadṛśyamātra and accords with the real principle, then all discrimination and verbal explanation cannot be found.
