The conditioned arising and ceasing affairs of the world arise from the false mind; this is what ordinary people are deluded by, hence it is said, 'not the noble ones.' The gandharvanagara is an analogy for false realms being unreal, as is evident from the text. Saying that foolish people give rise to the delusion of non-arising and non-cessation means that their vikalpa is originally arising and ceasing, yet they falsely claim it is non-arising and non-ceasing, which is delusion. That they also have neither the conditioned nor the unconditioned means that their failure to abandon the conditioned shows they do not know the reality of arising and cessation; and having no unconditioned shows they do not know the reality of the absence of arising and cessation. Just as seeing the birth of an illusory person, where in truth there is neither arising nor cessation, all dharmas are also like this. The reason foolish people give rise to vikalpa is that they do not see the principle of things as they truly are and fall into falsehood, whereas the noble ones are not like this.
