言彼愚夫墮二邊見，雖亦承事供養，不了名義、執著言說，昧於如來真實法身實無去來，而謂不生不滅同於無法，不明是佛隨眾生心現種種名字。

This means that those foolish ones fall into the views of the two extremes. Although they also attend upon and make offerings, failing to understand names and their referents, they cling to spoken words and are blind to the fact that the Tathāgata's true Dharmakāya actually has no coming or going. Instead, they consider non-arising and non-cessation to be the same as a non-dharma, failing to realize that the Buddha manifests various names in accordance with the minds of sentient beings.
