This says that the yakṣa king, receiving the Buddha's spiritual power, saw that the ocean waves could not reflect images; he observed that assembly, and the nature-ocean of true thusness of the tathāgatagarbha consciousness was also like this. Being stirred by the wind of the realm of fundamental ignorance, waves of transformed consciousness arise, unable to manifest boundless virtues and functions. Thereupon he gave rise to a joyful mind, resolved to go and invite the Buddha to enter this city to elucidate this matter, so that for all sentient beings the wind of ignorance would cease, waves of consciousness would not arise, the ocean of the mind would become clear and still, and no virtue would fail to manifest.
