This means that the Tathāgatas of the three times say that all phenomena manifested outside the mind are unborn. Why is that? It means that because what is manifested of one's own mind has no real nature, it is unborn; because it is free from the two kinds of views of arising based on existence and non-existence, it is unborn. This is in terms of the wise knowing that all phenomena are unborn and giving rise to the Buddha-lineage, just as the horns of hares, horses, and the like are originally unborn. Ordinary fools, unaware, falsely grasp at arising and ceasing; it is only at the locus realized by the Tathāgata's self-awakening that the self-nature and characteristics of all phenomena are unborn, which is not the realm of the discrimination of existence and non-existence by fools.
