13.38

遍是普義，即是遍一切處也。於一切處方便之中而最為勝，皆能勝彼也。初離異生等煩惱，次離二乘煩惱，故重言之，即是勝中又勝也。如來以此之故，能遍一切處，普除一切怖惱也。

'Pervasive' has the meaning of universal; that is, pervading all places. Among the upāyas of all places, it is the most supreme, able to surpass all of them. First it departs from the defilements of ordinary beings and the like, and next it departs from the defilements of the two vehicles; therefore it is spoken of repeatedly, which is being supreme among the supreme. Because of this, the Tathāgata can pervade all places and universally eliminate all fear and affliction.
