"Question: Since cultivating these samādhis can attain the outflow-free, why does the sūtra say 'they do not attain the exhaustion of outflows to become arhats'? Answer: This clarifies that they do not attain the Great Vehicle arhat. In the Yingluo jing, the initial Stage of Joy is called kumāraka, which in Qin translation means 'stream-enterer,' up to the seventh stage which is called arhat, which in Qin translation means 'transcending the three realms of existence.' Hence we know that here 'not attaining the exhaustion of outflows' refers to not severing the outflows of the two hindrances and not realizing the Great Vehicle arhat, not to mention that ultimate non-study is applied only to the Buddha stage, which is why the Buddha's three titles include arhat (arahant)."
